聲環境質量評估及控制對策研究

——以某住宅小(xiao)區聲環境(jing)評(ping)估為例


多年來,環(huan)科中(zhong)心(xin)專注于噪(zao)(zao)聲(sheng)(sheng)污染評估(gu)、防(fang)治等方面分(fen)析(xi)咨詢工(gong)作(zuo),為(wei)深圳市(shi)生(sheng)態環(huan)境(jing)局、市(shi)交通(tong)運輸(shu)局和多家企業(ye)提供噪(zao)(zao)聲(sheng)(sheng)污染咨詢和技(ji)術對(dui)(dui)策(ce)服(fu)務。環(huan)科中(zhong)心(xin)曾(ceng)為(wei)某委托方評估(gu)新建房(fang)產(chan)(chan)項目聲(sheng)(sheng)環(huan)境(jing)質量,充(chong)分(fen)保護買房(fang)消費者的知情(qing)權。該(gai)新建房(fang)產(chan)(chan)項目周邊(bian)分(fen)布了兩條地(di)鐵線高(gao)架段、一個(ge)地(di)鐵站、兩條城(cheng)市(shi)主干(gan)道和數個(ge)工(gong)業(ye)區,噪(zao)(zao)聲(sheng)(sheng)源(yuan)(yuan)種類多且分(fen)布廣泛。根據實際情(qing)況(kuang),我公司對(dui)(dui)周邊(bian)地(di)鐵噪(zao)(zao)聲(sheng)(sheng)、道路噪(zao)(zao)聲(sheng)(sheng)和其他噪(zao)(zao)聲(sheng)(sheng)源(yuan)(yuan)對(dui)(dui)住宅小區的噪(zao)(zao)聲(sheng)(sheng)貢獻值分(fen)別(bie)進行分(fen)析(xi)和評估(gu),針(zhen)對(dui)(dui)不(bu)同噪(zao)(zao)聲(sheng)(sheng)源(yuan)(yuan)提出應對(dui)(dui)措施(shi),為(wei)委托方提供各種可行的噪(zao)(zao)聲(sheng)(sheng)控制方案。

首先(xian)我們對(dui)項目(mu)所在(zai)地(di)周邊地(di)鐵、道路聲(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)源(yuan)及其他噪(zao)(zao)聲(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)源(yuan)進(jin)行(xing)調查、監測,借助應(ying)(ying)用GIS系統建(jian)立聲(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)場模(mo)型,運用噪(zao)(zao)聲(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)模(mo)擬(ni)(ni)軟件,考慮(lv)地(di)鐵行(xing)駛速(su)度、道路車流量(liang)以(yi)及設計車速(su)等影(ying)響(xiang)參數,繪制地(di)鐵噪(zao)(zao)聲(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)、道路噪(zao)(zao)聲(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)和其他噪(zao)(zao)聲(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)源(yuan)噪(zao)(zao)聲(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)地(di)圖(tu)(tu)。根據噪(zao)(zao)聲(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)地(di)圖(tu)(tu)分析判斷哪一類噪(zao)(zao)聲(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)源(yuan)影(ying)響(xiang)最大。通過噪(zao)(zao)聲(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)模(mo)擬(ni)(ni)軟件,疊加各(ge)類噪(zao)(zao)聲(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)源(yuan)進(jin)行(xing)綜合評估(gu),分析暴露(lu)在(zai)各(ge)噪(zao)(zao)聲(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)等級下的區域面(mian)積、人群數量(liang)和相應(ying)(ying)聲(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)環(huan)境(jing)質量(liang)標準的達標情(qing)況,預測項目(mu)建(jian)成后(hou)的聲(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)環(huan)境(jing)質量(liang),繪制預測噪(zao)(zao)聲(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)地(di)圖(tu)(tu)(圖(tu)(tu)1),分析新建(jian)房產項目(mu)的聲(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)環(huan)境(jing)質量(liang)情(qing)況。

根據(ju)噪聲(sheng)地圖(tu),我(wo)們(men)提出以下條(tiao)建議:

1.      地(di)鐵高架(jia)加(jia)裝聲屏(ping)障降(jiang)噪

目前已有直立式(shi)聲(sheng)(sheng)屏(ping)障不能有效降低列車(che)經過(guo)時(shi)產(chan)生的(de)噪(zao)聲(sheng)(sheng),因此要對聲(sheng)(sheng)屏(ping)障進行升級改造。我公司提(ti)出兩個改造方(fang)(fang)案,一是改造成半(ban)封(feng)閉式(shi)聲(sheng)(sheng)屏(ping)障,二(er)是改造成全封(feng)閉聲(sheng)(sheng)屏(ping)障。通(tong)過(guo)噪(zao)聲(sheng)(sheng)模擬軟件(jian)預測這兩種方(fang)(fang)案的(de)降噪(zao)效果。半(ban)封(feng)閉聲(sheng)(sheng)屏(ping)障的(de)改造高度(du)及寬(kuan)度(du)根據委(wei)托(tuo)方(fang)(fang)提(ti)供設計資料賦值。

住(zhu)宅小區共有敏(min)感點(dian)(dian)8479個(ge)(ge)。直立式聲(sheng)(sheng)屏(ping)障(zhang)超(chao)過(guo)50 dB(A)的(de)(de)敏(min)感點(dian)(dian)比(bi)半封(feng)閉、全封(feng)閉的(de)(de)聲(sheng)(sheng)屏(ping)障(zhang)多(duo)558個(ge)(ge)。半封(feng)閉聲(sheng)(sheng)屏(ping)障(zhang)噪(zao)聲(sheng)(sheng)值比(bi)直立式的(de)(de)低3dB(A)的(de)(de)敏(min)感點(dian)(dian)有954個(ge)(ge),全封(feng)閉聲(sheng)(sheng)屏(ping)障(zhang)噪(zao)聲(sheng)(sheng)值比(bi)直立式的(de)(de)低3dB(A)的(de)(de)敏(min)感點(dian)(dian)有1037個(ge)(ge)。全封(feng)閉聲(sheng)(sheng)屏(ping)障(zhang)比(bi)半封(feng)閉聲(sheng)(sheng)屏(ping)障(zhang)降(jiang)噪(zao)值高1 dB(A)的(de)(de)敏(min)感點(dian)(dian)有188個(ge)(ge)。

根據預測結果(guo),升級(ji)改(gai)造后,半封(feng)閉(bi)或全封(feng)閉(bi)聲屏(ping)障將(jiang)顯著改(gai)善(shan)約12%的(de)(de)敏感點(dian)的(de)(de)聲環(huan)境質量(liang)。全封(feng)閉(bi)的(de)(de)隔聲優(you)于半封(feng)閉(bi),但以改(gai)善(shan)上(shang)蓋物業(ye)的(de)(de)敏感點(dian)數量(liang)來(lai)比(bi)較,改(gai)造成半封(feng)閉(bi)聲屏(ping)障的(de)(de)性價比(bi)全封(feng)閉(bi)的(de)(de)更高(gao)。

2.   ;   地鐵站臺周邊加裝(zhuang)消聲百葉窗

在(zai)地鐵站臺的開(kai)放空隙(xi)加(jia)裝(zhuang)消(xiao)聲(sheng)百葉窗(chuang)能有效降低列車進(jin)出(chu)站的噪聲(sheng)向外傳播。消(xiao)聲(sheng)百葉窗(chuang)是(shi)一(yi)種(zhong)長(chang)度很短(0.2~0.6m)的片式或折板式消(xiao)聲(sheng)器的改(gai)型,在(zai)阻隔(ge)噪聲(sheng)傳入周(zhou)圍(wei)環境的同時使空氣充(chong)分流(liu)通。

消聲(sheng)(sheng)器(qi)的(de)(de)(de)種(zhong)類很多,消聲(sheng)(sheng)器(qi)的(de)(de)(de)選擇需要根據聲(sheng)(sheng)源(yuan)頻(pin)率(lv)特性(xing)(xing)與(yu)區域允許噪聲(sheng)(sheng)頻(pin)率(lv)特性(xing)(xing)的(de)(de)(de)差值(即(ji)頻(pin)帶衰減量(liang))來決(jue)定(ding)。若噪聲(sheng)(sheng)是較寬頻(pin)帶的(de)(de)(de)噪聲(sheng)(sheng),安裝(zhuang)頻(pin)率(lv)控(kong)制(zhi)范圍(wei)狹窄(zhai)的(de)(de)(de)抗性(xing)(xing)消聲(sheng)(sheng)器(qi)一(yi)(yi)般不易得到有(you)效的(de)(de)(de)控(kong)制(zhi),目(mu)前國內(nei)外都傾(qing)向于(yu)設計安裝(zhuang)阻(zu)性(xing)(xing)消聲(sheng)(sheng)器(qi)。少數情況(kuang)下(xia),對(dui)某些頻(pin)率(lv)成分特別(bie)突(tu)出、工藝要求特殊的(de)(de)(de)場合,也可采用(yong)(yong)(yong)抗性(xing)(xing)消聲(sheng)(sheng)器(qi)。阻(zu)性(xing)(xing)片式消聲(sheng)(sheng)器(qi)是阻(zu)性(xing)(xing)消聲(sheng)(sheng)器(qi)的(de)(de)(de)一(yi)(yi)種(zhong),具有(you)結構(gou)簡(jian)單,中、高頻(pin)消聲(sheng)(sheng)性(xing)(xing)能優良(liang),氣流阻(zu)力較小等特點。根據前文監(jian)測數據,列(lie)車進(jin)出站臺(tai)的(de)(de)(de)噪聲(sheng)(sheng)屬(shu)(shu)于(yu)寬頻(pin)帶噪聲(sheng)(sheng),推薦(jian)使(shi)用(yong)(yong)(yong)阻(zu)性(xing)(xing)消聲(sheng)(sheng)器(qi)。目(mu)前普遍使(shi)用(yong)(yong)(yong)消聲(sheng)(sheng)百葉窗采用(yong)(yong)(yong)鍍鋅(xin)全(quan)鋼結構(gou)或鋁等其他(ta)金屬(shu)(shu)材料(liao),消聲(sheng)(sheng)片下(xia)側(ce)為孔(kong)板(ban),內(nei)置有(you)較長的(de)(de)(de)使(shi)用(yong)(yong)(yong)壽命且維(wei)護(hu)方(fang)便的(de)(de)(de)不燃(ran)吸(xi)聲(sheng)(sheng)材料(liao),按一(yi)(yi)定(ding)角(jiao)度向下(xia)傾(qing)斜,消聲(sheng)(sheng)量(liang)5-15 dB(A)。

3.      敏(min)感點加裝隔聲窗

根據噪聲(sheng)(sheng)(sheng)模擬軟件對(dui)每個敏(min)感(gan)點(dian)的(de)(de)(de)噪聲(sheng)(sheng)(sheng)預(yu)測(ce)值(zhi)(zhi)(zhi)及敏(min)感(gan)點(dian)所(suo)在聲(sheng)(sheng)(sheng)功能(neng)區(qu)的(de)(de)(de)噪聲(sheng)(sheng)(sheng)限(xian)值(zhi)(zhi)(zhi),列出需(xu)要(yao)安(an)裝(zhuang)隔(ge)聲(sheng)(sheng)(sheng)窗(chuang)(chuang)的(de)(de)(de)敏(min)感(gan)點(dian)。根據分(fen)析結果,別墅區(qu)因為被(bei)周邊高(gao)樓(lou)包圍(wei),且(qie)本身(shen)建(jian)筑(zhu)(zhu)(zhu)高(gao)度(du)較低,因此(ci)噪聲(sheng)(sheng)(sheng)環境較好,不需(xu)要(yao)安(an)裝(zhuang)隔(ge)聲(sheng)(sheng)(sheng)窗(chuang)(chuang)。其他建(jian)筑(zhu)(zhu)(zhu)的(de)(de)(de)敏(min)感(gan)房間(jian)均(jun)需(xu)要(yao)安(an)裝(zhuang)不同范圍(wei)的(de)(de)(de)隔(ge)聲(sheng)(sheng)(sheng)窗(chuang)(chuang)。評估報告中列出各建(jian)筑(zhu)(zhu)(zhu)需(xu)要(yao)安(an)裝(zhuang)的(de)(de)(de)位置。根據《聲(sheng)(sheng)(sheng)環境質量(liang)標(biao)準(zhun)》要(yao)求的(de)(de)(de)噪聲(sheng)(sheng)(sheng)限(xian)值(zhi)(zhi)(zhi),整(zheng)個住宅小(xiao)區(qu)需(xu)要(yao)的(de)(de)(de)隔(ge)聲(sheng)(sheng)(sheng)窗(chuang)(chuang)占敏(min)感(gan)房間(jian)窗(chuang)(chuang)戶的(de)(de)(de)63.7%。其中聲(sheng)(sheng)(sheng)環境功能(neng)區(qu)2類(lei)區(qu)預(yu)測(ce)值(zhi)(zhi)(zhi)超(chao)(chao)標(biao)65.7%,4a類(lei)區(qu)預(yu)測(ce)值(zhi)(zhi)(zhi)超(chao)(chao)標(biao)60.5%。由于主干道的(de)(de)(de)車流量(liang)在附近小(xiao)區(qu)入住后將進(jin)一步上(shang)升,因此(ci)到后期,整(zheng)個上(shang)蓋物(wu)業的(de)(de)(de)聲(sheng)(sheng)(sheng)環境將進(jin)一步惡化。建(jian)議(yi)對(dui)預(yu)測(ce)值(zhi)(zhi)(zhi)低于噪聲(sheng)(sheng)(sheng)限(xian)值(zhi)(zhi)(zhi)2dB(A)的(de)(de)(de)敏(min)感(gan)點(dian)也安(an)裝(zhuang)隔(ge)聲(sheng)(sheng)(sheng)窗(chuang)(chuang),隔(ge)聲(sheng)(sheng)(sheng)窗(chuang)(chuang)的(de)(de)(de)安(an)裝(zhuang)比例提(ti)高(gao)至80%。

評估結(jie)論:在(zai)不采取任(ren)何(he)措施的(de)(de)情(qing)況下,該新建小(xiao)區大部分(fen)敏感房(fang)間(jian)的(de)(de)噪(zao)(zao)聲值(zhi)超標。按我們公司提(ti)出噪(zao)(zao)聲防護技術,在(zai)噪(zao)(zao)聲超標房(fang)間(jian)安裝隔聲窗(chuang)后,室內噪(zao)(zao)聲值(zhi)基本可以滿足《聲環境質(zhi)(zhi)量(liang)標準》噪(zao)(zao)聲限值(zhi)要求(qiu)(qiu)。安裝半封閉聲屏障,將有效(xiao)改(gai)善上蓋物業(ye)的(de)(de)整(zheng)個聲環境質(zhi)(zhi)量(liang),部分(fen)敏感房(fang)間(jian)不需要安裝隔聲窗(chuang)也可達(da)到噪(zao)(zao)聲限值(zhi)要求(qiu)(qiu)。委托方可在(zai)充分(fen)了解(jie)噪(zao)(zao)聲分(fen)布(bu)和噪(zao)(zao)聲控制(zhi)措施的(de)(de)情(qing)況下,作(zuo)出科學理性(xing)的(de)(de)決策(ce),達(da)到最大費用效(xiao)果比。
